how can I delete or reset a buffer content, because there is a lot of data in it with PI points
that are already removed in PIDA server.

Check for LocalBufferPath attribute in config file
%pihome64%\Connectors\OPCUA\OPCUA.ConnectorHost.exe.config
Connector to Relay Buffering Default Path --> ProgramData\OSIsoft\Tau\OPCUA.ConnectorHost\OPCUA\Buffer\amqprelay_#IPaddress\
Relay to PI System buffering Default Path --> ProgramData\OSIsoft\Tau\Relay.ConnectorHost\PI Connector Relay\Buffer\PI_#DataArchiveName\
Move the buffer folder and files, restart PI System connector. You may lose the data for valid points and above procedure is valid for corrupted buffer in connectors.

Unfortunately it doesn't fix the problem which now results in "maximum license point count exceeded".
But that's not true because I removed unwanted PI points in PIDA so that MaxPointCount is below licensed maximum.
I opened a case at Osisoft.
