All the services are running, for this case restart the IIS server solved the problem.
But I whant to know what its the reasson for that message.

Please Confirm your PI Data Archive server and PI Asset server are up and running.
Go to services and ensure all necessary PI systems services are running.
confirm that the service accounts password is active.
As last resort. Restart PI AF servers, PI Data server and PI Vision server in that order.

I had this same issue. Restarting IIS on the PI Vision server resolved the issue. No idea of the underlying cause.
