I am not 100% familiar with the process but there is documentation. Please refer to the How-To-manuals at https://www.aveva.com/en/support-and-success/myosisoft/
You will need to be licensed for the product. Technically, you also need to have a PI System available. The PI Developers Club subscription is intended for individuals who like to develop applications for the PI System. Please refer to PI Developers Club FAQ
