pbdctrl.hlp file seems to be a help file for PI ActiveView controls.
But looking at the list of files installed from our release notes, I don't see pbdctrl.hlp file from the list. According to one source, this file should be located under the ProcessBook directory but it could be for a different version. From 3.2 and later, it doesn't seem to be shipped.
I must also let you know that PI ActiveView is discontinued. Our latest release is 2015 R2 SP1. Please move away from PI ActiveView in favor of PI Vision or PI Web API for better security.
