PI archive files are binary files and I would consider the format proprietary. You cannot register any html documents as those very likely are not the correct format. The error message shown in the screenshot of the original post is a bit misleading as piadmin is the 'superuser' identity and usually has all the permissions.

Based on your ask, it appears you are the second person attempting to register "some" file as archive file with their PI Data Archive. Can you please indicate what you are trying to accomplish?
