I Have Developed PI Vision Dashboards using 2023 Version and Exported through PI Vision Utility Tool & Now need to Import on PI Vision 2018 Version, is it Possible

It is not possible with the PI Vision Utility. Before PI Vision 2019 the utility manipulated the SQL database directly, and now it uses internal Vision APIs, so they are not compatible.

You can try viewing the 2023 display in PI Vision in Build mode, then in a new browser tab open a new display on the 2018 Vision, and try copy/pasting elements between them. I'm not confident that this will work but it might be worth a try.
