The PI Data Archive always stores data using UTC time. It figures out what UTC time is based on the OS's local time setting. This fact is documented in How does data timestamp work when the source and destination PI Data Archives are on different time zones?
If by Historian Server, you are referring to what was formerly known as Wonderware Historian, Wonderware HistorianServer, "IndustrialSQL Server
